Pull Your Building Permit
A building permit is required for every manufactured home installation in North Carolina. You will need to apply with your county inspections department before work begins. The permit covers the installation — blocking, leveling, tie-downs, and utility connections.

Site Clearing and Tree Removal
The home site needs to be cleared of trees, stumps, brush, and debris before grading can begin. The clearing footprint needs to be large enough for the home itself plus access for the delivery truck and setup equipment.
For a single wide manufactured home, plan for a clearing at least 20 feet wide and 60 feet long plus approach access. For a double wide, 36 feet wide minimum. These are starting points — your specific site and home dimensions will determine the actual clearing needed.

Grading and Drainage
Once the site is cleared, it needs to be graded — leveled and shaped to ensure proper drainage away from the home. Poor grading is one of the leading causes of moisture problems and structural issues in manufactured homes. The site must slope away from the home at a minimum grade per NC Manufactured Housing Board requirements.
Proper grading also ensures the site is stable for blocking and leveling. Getting grading right the first time prevents costly problems down the road.
Utility Stub-Ins
Before the home arrives, utilities need to be stubbed in at the right locations — water, sewer or septic, and electrical service. These connections need to be in place and accessible before setup begins. Utility work is performed by licensed plumbers and electricians, not by the setup contractor.
